ICANN (The Internet Corporation for Assigned Names and Numbers)

Possibly the most powerful grouping in the world today as they are in charge of the majority (if not all) of the internet names on the World Wide Web as we know it, possibly more powerful than many Governments as they have control of cyber Space and very few Governments legislate for what happens in cyber space because the WWW knows no boundaries.

ICANN have lots of rules and regulations which are constantly under review to move with the changing times we live in, the appointment of Registrars who can sell and renew domain names is their responsibility.

Among the many rules to qualify as a Registrar is one that states the Registrar must hold an Insurance Policy / Bond, a bit like product liability insurance, the Registrar must also prove they are solvent by displaying a large cash reserve and have approved software for registering domain names.

All very reassuring if we are to trust the Registrars with our Domain Names as many Businesses, Government Services and Individuals depend on those Domain Names for Commercial, Social and Networking web sites.

What does appear to be very strange is ICANN does not regulate the appointment of Resellers of Domain Names, the larger Registrars depend on thousands of Resellers to advertise and bring in the business of registering Domain Names for which the Reseller receives a commission.

The more professional the Reseller looks and acts the more business they can bring in, the appearance and actions are very often based on templates and software provided by the Registrars.

Registrars like the Go Daddy Group have a separate Registrar Wild West Domains to deal with Resellers, so all of the ICANN rules and Regulations can be bypassed by anyone with a computer, reasonable web skills and a credit card to pay the fee of Less than $100.00.

When the Reseller can no longer perform their duties of selling or renewing domain names Wild West Domains / Go Daddy Group of Registrars can harvest the highest value domain names even with ICANN looking on, in fact it could be said playing a passive role in the process!

Go Daddy / Wild West Domains claim they are not responsible for the actions or failure of the many thousands of Resellers they have been allowed to trade under their ICANN Accredited Registrar Status / Licence.

That is equal to any manufacturer or service provider opening thousands of sub offices all around the world and bearing no responsibility for the actions of any of their agents!

Can you imagine a well known household brand name, car manufacturer or industry being allowed to walk away from their responsibilities and allowed to take the customers assets with them?

From the outside looking in it appears that ICANN may appear to be the regulator however in reality they are only the puppets of the major Registrars like the Go Daddy Group.

When the ICANN representative can stand by and actively watch while the Go Daddy Group steal the customers domains because their Reseller is no longer able to perform his duties we must ask the question, Who is really in charge?
